    OBIECTIVUL GENERAL AL PROIECTULUI: Dezvoltarea unui program integrat de servicii la nivelul comunitatii care sa contribuie la reducerea numarului de copii cu dizabilitati institutionalizati in judetul Neamt Modalitatile in care proiectul va genera beneficii pe termen lung Prin obiectivele si activitatile propuse, proiectul produce o schimbare semnificativa si de durata a calitatii vietii copiilor institutionalizati si a celor expusi riscului de separare de familie. Proiectul va contribui, in primul rand, la dezinstitutionalizarea a 60 de copii cu dizabilitati (GT1) ce beneficiaza, la momentul actual, de masuri de protectie la Centrul de protectie a copilului cu dizabilitati din cadrul Complexului de servicii „Romanita” Roman. Acestia vor face tranzitia catre 5 case de tip familial (12 copii/casa) construite, amenajate si dotate prin 2 proiecte POR complementare ce au fost depuse pe apelul deschis in pana pe 01.07.2019. In cadrul proiectului, se vor dezvolta serviciile de ingrijire necesare operationalizarii celor 5 case de tip familial, angajandu-se personal calificat/specializat, respectiv asigurandu-se toate materialele (inclusiv igienico-sanitare) necesare functionarii. Astfel, in conformitate cu Planul de inchidere a Centrului, prin dezvoltarea serviciilor aferente caselor de tip familial se vor acoperi toate necesitatile de odihna, preparare a hranei, educatie formala si non-formala, igiena si dezvoltarea deprinderilor primare de viata ale copiilor cu dizabilitati, in functie de varsta, tipul si gradul de dizabilitate. Serviciile nou-infiintate vor urmari asigurarea unei ingrijiri de calitate, adaptata nevoilor individuale ale copiilor cu dizabilitati si mai apropiata de modelul familial, care sa permita dezvoltarea armonioasa a copilului din punct de vedere medical, social, psihologic si educational. Mai mult, in structurarea personalului ce va deservi centrele de tip familial, precum si in alocarea copiilor pe cele 5 case de tip familial se va tine cont de rezultatele evaluarii fiecarui copil (asa cum sunt reflectate in planul de inchidere a Centrului), astfel incat serviciile sa raspunda intr-o masura cat mai mare nevoilor reale ale persoanelor din grupul tinta. De asemenea, pentru ca tranzitia de la serviciile institutionalizate la modelul familial de protectie/ingrijire sa fie cat mai putin traumatica, se va intocmi si implementa un plan individual de tranzitie. Pe termen lung, prin dezvoltarea serviciilor pentru cele 5 case de tip familial, copiilor li se va oferi oportunitatea de a experimenta un model de ingrijire mai apropiat de cel al unei familii, cu impact pozitiv asupra cresterii calitatii vietii lor. Tranzitia catre case de tip familial (ce vor fi amplasate in comunitate, in mun. Roman) va facilita si eliminarea stigmatului social asociat institutionalizarii, creand premisele pentru reducerea riscului de discriminare/excluziune sociala la care copiii din grupul tinta sunt expusi si, implicit, pentru integrarea lor in (Romanian)

    GENERAL OBJECTIVE OF THE PROJECT: Developing an integrated community-wide service program that contributes to reducing the number of children with institutionalised disabilities in Neamt County How the project will generate long-term benefits Through the proposed objectives and activities, the project produces a significant and lasting change in the quality of life of institutionalised children and those at risk of family separation. The project will primarily contribute to the deinstitutionalisation of 60 children with disabilities (GT1) who currently benefit from protective measures at the Center for Child Protection with Disabilities within the “Romanita” Roman Services Complex. They will make the transition to 5 family houses (12 children/house) built, arranged and equipped by 2 complementary ROP projects that were submitted on the open call until 01.07.2019. Within the project, the care services necessary for the operationalisation of the 5 family-type houses will be developed, employing qualified/specialised personnel, respectively ensuring all the materials (including hygiene-sanitary) necessary for the operation. Thus, in accordance with the Closing Plan of the Center, the development of services related to family houses will cover all the needs of rest, food preparation, formal and non-formal education, hygiene and development of the primary life skills of children with disabilities, depending on the age, type and degree of disability. The newly established services will aim to ensure quality care, adapted to the individual needs of children with disabilities and closer to the family model, allowing the harmonious development of the child from a medical, social, psychological and educational point of view. Moreover, in structuring the staff that will serve the family centers, as well as in the allocation of children on the 5 family houses, account will be taken of the results of the assessment of each child (as reflected in the closure plan of the Center), so that the services meet as much as possible the real needs of the people in the target group. Also, in order for the transition from institutionalised services to the family model of protection/care to be as traumatic as possible, an individual transition plan will be drawn up and implemented. In the long term, by developing services for the 5 family houses, children will be given the opportunity to experience a care model closer to that of a family, with a positive impact on the quality of their lives. Transition to family houses (which will be located in the community, in mun. Roman) will also facilitate the elimination of the social stigma associated with institutionalisation, creating the prerequisites for reducing the risk of discrimination/social exclusion to which children in the target group are exposed and, implicitly, for their integration into (English)
