Obiectivul general al proiectului il reprezinta imbunatatirea calitatii vietii locuitorilor din municipiu si din imprejurimi, vizand imbunatatirea calitativa atat a infrastructurii cat si a serviciilor culturale, educationale si recreative. Proiectul propus spre finantare contribuie prin incidenta directa la obiectivele Programului Operational Regional, la crearea unui sistem unitar si comprehensiv de servicii cultural-educationale integrate, capabil sa asigure accesibilitatea tuturor categoriilor vulnerabile la servicii de calitate, precum si la calitatea vietii persoanei, in general.
