The general objective of the project is to promote investments in social infrastructure in order to strengthen the responsiveness and timely response to the health crisis caused by the spread of SARS – VOC-2 in order to protect the health of vulnerable groups in Timis County by applying protection and prevention measures. In residential centres, vulnerable people are cared for, with an increased risk of developing severe forms of infection with the SARS-CoV-2 virus. In particular, residents of institutions for adults with disabilities are people who need support, who find it difficult to live independently in the community due to the interaction between environmental barriers and physical, mental, intellectual or sensory impairments, possibly as a result of old age or chronic medical conditions. The presence of neurological conditions such as dementia and neuropathic disorders among residents are comorbidities that favour a more severe development of COVID-19. These centres are addressed to all age groups in need of continuous care and supervision (24 hours a day), as well as need assistance for day-to-day activities. The main problems mentioned by those working in foster care centres included in the rapid assessment are: lack of hygiene-sanitary materials, both for young people/children living in residential centres and for the staff of the centres; the impossibility of providing integrated services to children/institutionalised young people The lack of necessary equipment and protective equipment are also barriers to the provision of services. It should be noted that protective equipment had, according to the law, to be made available to workers in the social services sector. Understaffing is also a problematic issue, implicitly leading to a limitation of the number of beneficiaries that can be served.Mobility in the territory has also been affected by the measures taken during this period by the authorities. However, beyond the legal provisions, which allow travel for well-defined purposes and routes, it is hampered by the lack of necessary protective equipment, which in turn leaves room for fear of contamination among both beneficiaries and professionals working in the field. Control measures on the spread of SARS-CoV-2 virus prior to LIOP intervention for Centre staff: 1. Frequent cleaning and disinfection of all surfaces, premises, toilets. 2. Frequent and correct ventilation of the associated spaces, when air conditioners are used, cleaning and disinfection. 3. Use of suitable biocidal substances (with virulicide effect). 4. Obiectivul general al proiectului vizează promovarea investițiilor în infrastructura socială, pentru consolidarea capacității de reacție și răspuns în timp util la criza sanitară cauzată de răspândirea virusului SARS – COV – 2 în scopul protejării sănătății grupurilor vulnerabile din județul Timiș prin aplicarea măsurilor de protecție și prevenție. În Centrele rezidențiale sunt îngrijite persoane vulnerabile, cu un risc crescut de a dezvolta forme severe ale infecției cu virusul SARS-CoV-2. În mod special, rezidenții din instituțiile pentru persoane adulte cu dizabilități sunt persoane care necesită sprijin, cărora le este dificil să trăiască independent în comunitate, datorită interacțiunii dintre barierele din mediu și deficiențele fizice, mentale, intelectuale sau senzoriale, posibil ca urmare a bătrâneții sau a condițiilor medicale cronice. Prezența unor afecțiuni neurologice, cum ar fi demența și tulburările neuropatice în rândul rezidenților reprezintă comorbidități care favorizează o evoluție mai gravă a bolii COVID-19. Aceste centre se adresează tuturor grupelor de vârstă care au nevoie de o îngrijire și supraveghere permanentă (24 de ore pe zi), precum si au nevoie de asistență pentru activitățile de zi cu zi. Principalele probleme menționate de cei care lucrează în centrele de plasament incluse în evaluarea rapidă sunt: lipsa materialelor igienico-sanitare, atât pentru tinerii/copiii care locuiesc în centrele rezidențiale, cât și pentru personalul centrelor; imposibilitatea oferirii de servicii integrate copiilor/tinerilor instituționalizați Lipsa dotărilor și a echipamentelor de protecție necesare sunt, de asemenea, bariere în furnizarea de servicii. Este de menționat că echipamentele de protecție trebuiau, conform legii, să fie puse la dispoziția lucrătorilor din domeniul serviciilor sociale. Personalul insuficient este, de asemenea, un aspect problematic, el conducând implicit și la limitarea numărului de beneficiari care pot fi deserviți.Mobilitatea în teritoriu a fost și ea afectată de măsurile luate în această perioadă de către autorități. Însă, dincolo de prevederile legale, care permit deplasarea în scopuri și pe trasee bine definite, aceasta este îngreunată de lipsa echipamentelor de protecție necesare care, la rândul ei, lasă loc pentru teama de contaminare atât în rândul beneficiarilor, cât și al profesioniștilor care lucrează în domeniu. Măsuri de control în privința răspândirii virusului SARS-CoV-2 înainte de intervenția POIM pentru personalul din Centre: 1. Curățarea și dezinfecția frecventă a tuturor suprafețelor, spațiilor, grupurilor sanitare. 2. Aerisirea frecventă și corectă a spațiilor aferente, în situația în care se utilizează aparate de climatizare, curățarea și dezinfecția acestora. 3. Utilizarea de substanțe biocide adecvate (cu efect virulicid). 4. Management corect al deșeurilor.
