Celem projektu jest zwiększenie na obszarze rewitalizacji do 2023 r. jakości życia mieszkańców poprzez poprawę stanu infrastruktury społecznej i technicznej oraz środowiska naturalnego, co umożliwi podniesienie aktywności społecznej i zawodowej, wyrównanie szans edukacyjnych dzieci i młodzieży a także zintegrowanie i zaangażowanie mieszkańców. W tym celu wykonana zostanie modernizacja obiektów infrastruktury społecznej oraz zagospodarowanie terenów publicznych poprzez rozbudowę, nadbudowę i modernizację budynku byłego Gminnego Ośrodka Kultury w Wąpielsku oraz modernizację świetlicy wiejskiej w Ruszkowie.
