The aim of the project is to increase the amount of private investment in Smiltene municipality by investing in street infrastructure necessary for business development. In accordance with Article 15 of the Law “On Local Governments”, by providing one of its autonomous functions – to rebuild the street infrastructure necessary for the operation of merchants and build a production building, and merchants to develop their commercial activities within the time limit specified by Regulation No. 645 of the Cabinet of Ministers, creating new jobs and making non-financial investments in their own intangible investments and fixed assets. Working with existing and potential investors, Smiltene County Council has faced the problem that one of the main obstacles to attracting new investments is the lack of necessary infrastructure. Smiltene County Council’s intention is to reconstruct roads and build a new production building in Limbažu Street 8, Smiltene, where these project activities are in accordance with Regional Policy Guidelines 2013-2019 approved by Cabinet of Ministers Order No.496 of 29 October 2013 “On Regional Policy Guidelines 2013-2019” and Government Action Plan Declaration on implementation of planned activities by Māris Kučinskis, which determines the necessity to evaluate the mechanism, how to increase municipal investment role in the process. This support is very important because in Latvia and Smiltene district 99 % are small and medium-sized enterprises and, as these enterprises are small, they are particularly affected by changes in the sector and have limited financial capacity, which does not allow their faster development and construction of new production buildings. In the project it is planned to perform asphalting of sections of Celtnieku Street, Limbažu Street and Gaujas Street (mentioned streets and their branches, with a total length of 1.17 km), improvement of degraded territory of Limbažu Street 8, water supply, sewerage and heat supply connection, and reconstruction of external electrical networks and lighting. Within the framework of the project it is also planned to build 49 public parking places, which will be freely available and unrestricted with signs and barriers, as well as construction of 12 parking places, 1 disabled parking places and 1 parking places for operational transport in the territory of Limbažu Street. The municipality is planning to construct a production building at 8 Limbažu Street, where these production premises will be rented out to the production companies by organising an open auction. Road section and production building design, construction, author supervision, construction supervision. Publicity measures are also planned in the project.The project is planned to create new water supply, sewerage and heat supply connections and comply with the conditions for state support for commercial activities.The results to be achieved are: After SIA “AW Latvia” there are 8 new jobs and according to the confirmation of interest provided by SIA “AW Latvia” the merchant plans to invest EUR 344394,00 in its production unit from 2015 to 2019. The company develops new products, increases turnover for product assortment, as well as invests in production. In 2016 the company made investments in its intangible investments and fixed assets, which amounted to EUR 262394,00. Komersants SIA “Artex Latvia” invested EUR 42872,00 in its production plant in 2015 and 2016, but plans to invest EUR 211180.00 further until 2023 and create 51 new jobs. Troll Smiltene plans to create 5 new jobs and make investments in its intangible investments and fixed assets EUR 150000,00. The total planned cost of the project is EUR 2711823,11 with VAT 21 %, including the eligible costs EUR 2618418,58 and the planned ERDF co-financing from eligible costs is EUR 1195391.68, but the total ineligible costs of the project are EUR 93404.53 53 Project implementation is planned within 24 months from project approval. Projekta mērķis ir palielināt privāto investīciju apjomu Smiltenes novadā, veicot ieguldījumus komercdarbības attīstībai nepieciešamajā ielu infrastruktūrā. Pašvaldībai atbilstoši likumā “Par pašvaldībām” 15.pantam, nodrošinot vienu no tās autonomajam funkcijām - pārbūvēt komersantu darbībai nepieciešamo ielu infrastruktūru un uzbūvēt ražošanas ēku, bet komersantiem Ministru kabineta noteikumi Nr. 645 noteiktajā termiņā attīstīt savu komercdarbību, radot jaunas darba vietas un veicot nefinanšu investīcijas pašu nemateriālajos ieguldījumos un pamatlīdzekļos. Smiltenes novada dome, strādājot ar esošajiem un potenciālajiem investoriem, ir saskārusies ar problēmu, ka viens no galvenajiem šķēršļiem jaunu investīciju piesaistē ir nepieciešamās infrastruktūras trūkums. Smiltenes novada domes iecere ir veikt ceļu rekonstrukciju un uzbūvēt jaunu ražošanas ēku Limbažu ielā 8, Smiltenē, kur šīs projekta aktivitātes atbilsts Reģionālās politikas pamatnostādnēm 2013.-2019.gadam, kas apstiprinātas ar Ministru kabineta 2013.gada 29.oktobra rīkojumu Nr.496 „Par Reģionālās politikas pamatnostādnēm 2013.-2019.gadam” un Valdības rīcības plāna Deklarācijai par Māra Kučinska vadītā Ministru kabineta iecerēto darbību īstenošanu, kas nosaka nepieciešamību izvērtēt mehānismu, kā palielināt pašvaldību lomu investīciju piesaistes procesā un kā pašvaldības var sniegt pēc iespējas plašāku atbalstu uzņēmējiem. Šis atbalsts ir ļoti būtisks, jo Latvijā un Smiltenes novadā 99% ir tieši mazie un vidējie uzņēmumi un tā kā šie uzņēmumi ir nelieli, tos sevišķi ietekmē pārmaiņas nozarē un viņiem ir ierobežota finansiālā kapacitāte, kas nedod iespēju to straujākai attīstībai un jaunu ražošanas ēku būvniecībai. Projektā ir plānots realizēt Celtnieku ielas, Limbažu ielas un Gaujas ielas posmu asfaltēšanu (minētās ielas un to atzari, ar kopējo garumu 1,17 km), Limbažu ielas 8 teritorijas degradētās teritorijas sakārtošanu, ūdensapgādes, kanalizācijas un siltumapgādes pieslēguma izveidošanu un ārējo elektrisko tīklu un apgaismojuma pārbūvi. Projekta ietvaros ir arī plānots izbūvēt 49 publiskas stāvvietas, kas būs brīvi pieejamas un neierobežotas ar zīmēm un barjerām, kā arī ražošanas ēkas teritorijā Limbažu ielā plānots uzbūvēt 12 stāvvietas, 1 invalīda stāvvietu un 1 stāvvietu operatīvajam transportam. Pašvaldība plāno ražošanas ēkas izbūvi Limbažu ielā 8, kur šīs ražošanas telpas rīkojot atklātu izsoli tiks iznomātas ražošanas uzņēmumiem.Projekta īstenošanai paredzētas šādas darbības: ceļa posmu un ražošanas ēkas projektēšana, būvniecība, autoruzraudzība, būvuzraudzība. Projektā ir plānoti arī publicitātes pasākumi.Projektā ir plānots jaunu ūdensapgādes, kanalizācijas un siltumapgādes pieslēgumu izveidošana, un atbilst nosacījumiem par valsts atbalstu komercdarbībai.Sasniedzamie rezultāti ir: Pēc SIA “AW Latvia” ir 8 jaunas darba vietas un saskaņā SIA “AW Latvia” sniegto apliecinājumu par interesi komersants no 2015.gada līdz 2019. gadam savā ražotnē plāno investēt 344 394,00 EUR. Uzņēmums izstrādā jaunus produktus, palielina apgrozījumu produktu sortimentam, kā arī veic ieguldījuma investīcijas ražošanā. Uzņēmumā 2016.gadā veica investīcijas savos nemateriālajos ieguldījumos un pamatlīdzekļos, kas sastādīja 262 394,00 EUR. Komersants SIA “Artex Latvia” 2015. un 2016. gadā savā ražotnē investēja 42 872,00 EUR, bet līdz 2023. gadam plāno vēl investēt 211 180,00 EUR. un radīt 51 jaunu darba vietu. SIA “Troll Smiltene” plāno radīt 5 jaunas darba vietas un veikt investīcijas savos nemateriālajos ieguldījumos un pamatlīdzekļos 150 000,00 EUR. Projekta kopējās plānotās izmaksas ir EUR 2 711 823,11 EUR ar PVN 21%, tai skaitā, attiecināmās izmaksas ir EUR 2 618 418,58 EUR un plānotais ERAF līdzfinansējums no attiecināmām izmaksām ir EUR 1 195 391.68 EUR, bet projekta kopējās neattiecināmās izmaksas ir 93 404.53 EURProjekta īstenošanu plānots veikt 24 mēnešu laikā no projekta apstiprināšanas.
