The aim of the project “Promotion of development and accessibility of the natural landscape characterising the coastline for the diversification of culture and tourism services on the beach of Liepaja” (hereafter – Project) is to preserve the beach of Liepaja historical centre as the natural landscape characterising the Baltic Sea coastline, improve accessibility and increase socioeconomic potential in order to ensure the development and diversification of cultural and tourism services. The infrastructure to be rebuilt and constructed within the framework of the project will improve the preservation and development of the beach of the historical centre of Liepaja as a natural landscape or natural heritage characteristic of the Baltic Sea coast, preventing deterioration of the status of natural heritage, improving the infrastructure essential for wider accessibility and functionality of the object and improving the coastline as a platform and a place for the development of cultural services, as well as improving the quality of life and the environment of the inhabitants, improving the infrastructure essential for wider accessibility and functionality of the object, improving the coastline as a platform and a place for the development of cultural services, as well as improving the quality of life and the environment of the inhabitants, increasing the creativity of residents and city guests, maintaining and developing the Latvian cultural and nature capital and improving the coastline as a platform and a place for the development of cultural services, as well as improving the quality of life and environment of the inhabitants, increasing the creativity of residents and city guests, maintaining and developing the Latvian cultural and nature capital and improving the coast as a platform and a place for the development of cultural services, as well as improving the quality of life and environment of the inhabitants, increasing the creativity of residents and city guests, maintaining and developing the Latvian culture and nature capital and improving the coastline as a platform and place for the development of the cultural services, as well as to improve the quality of life and environment of the inhabitants, to increase the creativity of the inhabitants and city guests by maintaining and developing the Latvian cultural capital and natural capital during the implementation of the project, as well as to implement the project’s project’s project’s budget of EUR 1 006 66. They will ensure achievement of the project goal and indicators.Within the project it is planned to achieve the following results: • A rebuilt object for preservation and development of cultural and natural capital;• Created premises for the creation of one new (qualitatively improved) service;• Increase in the number of visitors, which in 2023 would have increased by 6 000 visits compared to 2015. Projekta “Piekrasti raksturojošās dabas ainavas publiskās ārtelpas attīstības un pieejamības veicināšana kultūras un tūrisma pakalpojumu daudzveidošanai Liepājas centra pludmalē” (turpmāk tekstā – Projekts) mērķis ir Liepājas vēsturiskā centra pludmales kā Baltijas jūras piekrasti raksturojošās dabas ainavas saglabāšana, pieejamības uzlabošana un sociālekonomiskā potenciāla paaugstināšana, lai nodrošinātu kultūras un tūrisma pakalpojumu attīstību un dažādošanu.Projekta ietvaros tiks veikta Baltijas jūras piekrasti raksturojošās ainavas – Liepājas vēsturiskā centra pludmales pieejamības publiskās infrastruktūras pārbūve un publiskās ārtelpas attīstīšana, pārbūvējot trīs Liepājas vēsturiskā centra izejas uz liedagu, pludmali un labiekārtojot pieguļošo teritoriju - pārbūvējot gājēju laipas, uzstādot sanitārtehnisko aprīkojumu un labiekārtojuma elementus. Projekta ietvaros plānotā pārbūvejamā un izbūvējamā infrastruktūra uzlabos Liepājas vēsturiskā centra pludmales kā Baltijas jūras piekrasti raksturojošās dabas ainavas jeb dabas mantojuma saglabāšanu un attīstīšanu, novēršot dabas mantojuma stāvokļa pasliktināšanos, uzlabojot objekta plašākai pieejamībai un funkcionalitātei būtisku infrastruktūru un pilnveidojot piekrasti kā platformu un vietu kultūras pakalpojumu attīstīšanai, kā arī uzlabos iedzīvotāju dzīves un vides kvalitāti, paaugstinās iedzīvotāju un pilsētas viesu radošumu, saglabājot un attīstot Latvijas kultūras un dabas kapitālu.Projekta īstenošanas laikā, veicot būvdarbus, tiks nodrošināta būvuzraudzība un autoruzraudzība, kā arī Projekta publicitātes pasākumiProjekta kopējās plānotās attiecināmās izmaksas ir EUR 1 466 725,88, no kurām 85% jeb EUR 1 246 717,00 ir Eiropas Reģionālās attīstības fonda līdzfinansējums, 3,75% jeb EUR 55 002,22 valsts budžeta dotācija un 11,25% jeb EUR 165 006,66 Liepājas pilsētas pašvaldības (turpmāk tekstā – Pašvaldība) līdzfinansējums. Projektā plānotas neattiecināmās izmaksas EUR 283 250,35, kas tiks segtas no Pašvaldības budžeta.Projektā iekļautās kopējās izmaksas ir saistītas ar Projekta īstenošanu un nepieciešamas tajā norādīto darbību īstenošanai, mērķa grupas vajadzību nodrošināšanai un definētās problēmas risināšanai. Tās nodrošinās Projektā izvirzītā mērķa un rādītāju sasniegšanu.Projekta ietvaros plānots sasniegt šādus rezultātus: • Pārbūvēts objekts kultūras un dabas kapitāla saglabāšanai un attīstīšanai;• Radīti priekšnoscījumi viena jauna (kvalitatīvi pilnveidota) pakalpojuma izveidošanai;• Apmeklētāju skaita pieaugums, kas 2023.gadā būtu par 6 000 apmeklējumiem vairāk, salīdzinot ar 2015.gadu. Projektu plānots uzsākt 2020.gada septembrī un pabeigt 24 mēnešu laikā (līdz 2022.gada augusta beigām), kas atbilst 2017.gada 24.oktobra Ministru kabineta noteikumu Nr. 635. “Darbības programmas “Izaugsme un nodarbinātība” prioritārā virziena “Vides aizsardzības un resursu izmantošanas efektivitāte” 5.5.1. specifiskā atbalsta mērķa “Saglabāt, aizsargāt un attīstīt nozīmīgu kultūras un dabas manotjumu, kā arī attīstit ar to saistītos pakalpojumus” trešās projektu iesniegumu atlases kaŗtas “Ieguldījumi kultūras un dabas mantojums attīstībai nacionālas nozīmes attīstības centru pašvaldībās” īstenošanas noteikumu (turpmāk tekstā – MK noteikumi) 18.punktam.
