Implementation of the project will reduce environmental pollution, improve the quality of life in the city, increase the attractiveness of the city and region and thus promote balanced development of the entire territory of the country. Nevertheless, there is still a whole range of measures in Daugavpils that need to be taken in order to further increase the efficiency of CSS. Among them is the further reconstruction of the thermal energy transmission system. In Daugavpils, most of the heat mains have been built in the period up to 1989. These heat networks are both morally and technically outdated. The regulatory life of thermal networks is 25 years, but the majority of MJSC “Daugavpils siltumtīkli” heat supply network exceeds this norm. Non-reconstructed heat transfer phases result in large losses of heat transfer, which in turn increases heat generation. As a result, more fuel is consumed, as well as more electricity, water and other raw materials. Inefficient use of fuel increases the share of imported fuel in Latvia’s energy mix and leads to additional harmful emissions resulting in increased air pollution. In 2016, MJSC “Daugavpils siltumtīkli” losses amounted to 70'322 MWh per year, which is 15.65 % of the thermal energy transferred to networks. In European countries (such as Finland, Sweden, the Netherlands), these figures range between 8 % and 10 % per annum. As a result of the ageing and deterioration of the technical state of the heating networks, they increase the risk of water leakage, increase the number of accidents affecting the environment (emissions to the atmosphere, releases of heat and water) and create additional costs for heating consumers. Koģenerācijas stacijās saražotās elektroenerģijas daudzums daļēji nodrošina uzņēmuma vajadzības, bet pārpalikumus Uzņēmums pārdod VAS "Latvenergo".PAS “Daugavpils siltumtīkli” lielākie siltumavoti ir siltumcentrāles SC-1, SC-2 un SC-3. Lielākajos siltumavotos izmantojot gāzi kā kurināmo saražo aptuveni 87% no centralizētās siltumapgādes vajadzībām gadā saražotās siltumenerģijas apjoma. Uzņēmums papildus pašu saražotajai siltumenerģijai iepērk siltumu no vairākiem piegādātajiem, kam pieder koģenerācijas stacijas un ar kuriem noslēgti līgumi par siltumenerģijas piegādēm.Daugavpils Centralizētās siltumapgādes sistēmas (turpmāk tekstā CSS) attīstības galvenās prioritātes Daugavpilī ir siltumapgādes sistēmas efektivitātes paaugstināšana siltumenerģijas ražošanas, pārvades un realizācijas posmos, kā arī apkārtējās vides piesārņojuma samazinājums un atjaunojamo energoresursu izmantošanas veicināšana.Projekta mērķis ir paaugstināt Daugavpils siltumenerģijas pārvades un sadales sistēmas efektivitāti, veicot siltumtīklu rekonstrukciju un līdz ar to samazinot siltumenerģijas un ūdens zudumus, kas ļaus ietaupīt kurināmo, elektroenerģiju. Projekta realizācija ļaus samazināt vides piesārņojumu, uzlabot dzīves kvalitāti pilsētā, vairos pilsētas un reģiona pievilcību un tādejādi veicinās līdzsvarotu visas valsts teritorijas attīstību. Projekta realizācija uzlabos PAS „Daugavpils siltumtīkli” darbu un sniegto pakalpojumu kvalitāti. Rezultātā PAS „Daugavpils siltumtīkli” kļūs par mūsdienu prasībām atbilstošo siltumenerģijas uzņēmumu, kurš lietderīgi izmanto moderno tehnisko aprīkojumu siltumenerģijas realizācijai, samazinot ražošanas, pārvades un realizācijas īpatnējās izmaksas. Līdzšinējā Daugavpils CSS rekonstrukcijas gaitā ir izdevies veiksmīgi uzsākt siltumenerģijas ražošanas un pārvades jautājumu sakārtošanu. Neskatoties uz to, Daugavpilī pastāv vēl vesela virkne pasākumu, kurus nepieciešams veikt, lai turpinātu CSS efektivitātes paaugstināšanu. Starp tiem ir arī siltumenerģijas pārvades sistēmas turpmākā rekonstrukcija. Daugavpilī lielākā daļa siltumtrašu ir izbūvēta laika posmā līdz 1989.gadam. Šie siltumtīkli ir gan morāli, gan tehniski novecojuši. Siltumtīklu normatīvais kalpošanas laiks sastāda 25 gadus, bet lielākā daļa PAS „Daugavpils siltumtīkli” siltumapgādes tīklu pārsniedz šo normatīvu. Siltumtrašu posmos, kas nav rekonstruēti, rodas lieli siltumenerģijas pārvades zudumi, kas savukārt palielina siltumenerģijas ražošanas apjomus. Rezultātā tiek patērēti lielāki kurināmā apjomi, kā arī vairāk elektroenerģijas, ūdens un citu izejvielu. Neefektīva kurināmā izmantošana palielina importētā kurināmā īpatsvaru Latvijas energobilancē un izraisa papildus kaitīgās emisijas, kā rezultātā palielinot gaisa piesārņojumu. 2016.gadā PAS “Daugavpils siltumtīkli” zudumi sastādīja 70'322 MWh gadā, kas ir 15,65% no tīklos nodotās siltumenerģijas. Eiropas valstīs (tādās kā Somija, Zviedrija, Nīderlande) šie rādītāji svārstās starp 8 un 10% gadā. Siltumtīklu novecošanas un tehniskā stāvokļa pasliktināšanās rezultātā, tajos palielinās ūdens noplūžu risks, pieaug avāriju skaits, kas gan negatīvi ietekmē vidi (emisijas atmosfērā, siltuma un ūdens noplūdes), gan rada papildus izdevumus siltumenerģijas patērētājiem. Projekta ietvaros paredzēts veikt Daugavpils pilsētas centralizētās siltumapgādes sistēmas siltumtīklu rekonstrukciju, nomainot esošos cauruļvadus uz rūpnieciski izolētām caurulēm. Projekts tiks realizēts trijos posmos.
