Międzyzdroje is an urban-rural municipality, covered by 77 % of NATURA 2000 areas. Given the location and nature of the Municipality, it has been identified that the main sources of air pollution are individual heating systems for housing and the project will support their replacement. The Air Quality Programme adopted in 2018, together with a short-term action plan for the West Pomeranian zone due to exceedances of the PM10 limit value and the benzo(a)pyrene target, recommends for the municipalities of the West Pomeranian zone to reduce emissions from individual heating. The planned investment will improve air quality in Międzyzdroje Municipality. Intervention in this area will focus on the implementation of actions to change individual heating systems towards greener ones. Most houses still use solid fuel-based heating (mainly hard coal and wood). The municipality is gradually trying to modernise the district heating system and introduce gas-fired boilers in municipal resources, but the number of changed heating systems among all residents of the municipality is still quite low. The project will be implemented as follows: 1. Selection of the person issuing the energy performance certificate. 2. Announcement of the call for applications 3. Formal verification of notifications 4. A request for completion of the application or information on the order for the performance of an energy performance certificate 5. Signing of contract 6. Submission of Grant 7's settlement. A vision in the field and protocol 8. Grant 9 payout. Control during the lifetime of the project The most important stages of the project will be: 1. Gmina Międzyzdroje jest gminą miejsko-wiejską, pokryta w 77% obszarami NATURA 2000. Mając na uwadze położenie i charakter Gminy zidentyfikowano, że głównymi źródłami zanieczyszczeń powietrza są indywidualne systemy ogrzewania mieszkań, a projekt będzie wspierał ich wymianę. Przyjęty w 2018 r. Program ochrony powietrza wraz z planem działań krótkoterminowych dla strefy zachodniopomorskiej ze względu na przekroczenie poziomu dopuszczalnego pyłu PM10 i poziomu docelowego benzo(a)pirenu zaleca dla gmin strefy zachodniopomorskiej obniżenie emisji z ogrzewania indywidualnego. Zaplanowana inwestycja poprawi jakość powietrza na terenie Gminy Międzyzdroje. Interwencja w tym obszarze będzie ukierunkowana na realizację działań polegających na zmianie indywidualnych systemów ogrzewania na bardziej ekologiczne. Większość domów nadal korzysta z ogrzewania opartego na paliwach stałych (przede wszystkim węgiel kamienny i drewno). Gmina w zasobach komunalnych stopniowo stara się modernizować system ciepłowniczy i wprowadzać kotłownie wykorzystujące gaz, jednak ilość zmienionych systemów ogrzewania pośród wszystkich mieszkańców Gminy wciąż jest dosyć niska. Projekt będzie wdrażany w następujący sposób: 1. Wybór osoby wystawiającej świadectwa charakterystyki energetycznej. 2. Ogłoszenie naboru zgłoszeń 3. Weryfikacja pod względem formalnym zgłoszeń 4. Wezwanie do uzupełnienia zgłoszenia lub informacja o zleceniu wykonania świadectwa charakterystyki energetycznej 5. Podpisanie umowy 6. Złożenie rozliczenia Grantu 7.
