Το έργο αφορά στην κπόνηση ενός Συνολικού Σχεδίου (masterplan) που περιλαμβάνει την καταγραφή και αποτύπωση όλων των καπναποθηκών, ιδιωτικών και δημόσιων, στην πόλη της Καβάλας, την παραμετροποίηση των κτιρίων αυτών με βάση τα χαρακτηριστικά τους και την αναζήτηση σεναρίων και προτάσεων χρήσεων που θα μπορούσαν αυτές να φιλοξενήσουν. Επίσης, θα περιλαμβάνει την κατάρτιση ενός επιχειρηματικού σχεδίου αξιοποίησης για μία επιλεγείσα καπναποθήκη και, μετά από εκτενή διαβούλευση, την αναζήτηση ενός βιώσιμου μοντέλου φορέα διαχείρισης για το σύνολο των καπναποθηκών της πόλης, με σκοπό τη διευκόλυνση της εξεύρεσης χρηματοδοτικών εργαλείων και πιθανών επενδυτών για την αξιοποίησή τους, ώστε αυτές να αναβαθμιστούν και να αποτελέσουν πόλους τοπικής ανάπτυξης.
